The Housing Health and Safety Rating System (HHSRS) is the legal framework under which local authorities assess residential hazards. Category 1 hazards are the most serious and require landlords to take action — local authorities have a statutory duty to act where Category 1 hazards are identified. Category 2 hazards are less serious but still relevant to a landlord's duty of care. Our report clearly identifies the category of each hazard found and sets out the recommended course of action.
