What is a Level 3 Building Survey?
A RICS Level 3 Building Survey is the most thorough pre-purchase survey available for residential property. Unlike a Level 2 report which assesses condition using a traffic-light rating, a Level 3 survey investigates the causes of defects, describes their likely consequences, and sets out the options for remediation — including guidance on maintenance and repair costs.
It is the appropriate choice where the property is older, has been significantly altered, is of non-standard construction, or where you simply want the most comprehensive professional picture possible before committing to one of the largest purchases of your life.

What's included
A Level 3 survey covers far more than the visible surface. Your surveyor will access the roof void, inspect subfloor areas where possible, and investigate the causes behind any defects found.
Internal roof void inspected where accessible — rafters, purlins, wall plates, felt, battens, and roof covering assessed in detail.
External and internal walls inspected for movement, cracking, bulging, or cavity issues — with assessment of likely cause and severity.
Suspended timber floors inspected for rot, beetle infestation, inadequate ventilation, or movement — subfloor void accessed where possible.
Comprehensive damp meter readings throughout, with investigation of suspected sources — rising damp, penetrating damp, and condensation treated separately.
Frames, glazing, lintels, and associated joinery inspected for rot, movement, failed seals, or security concerns.
Visual inspection of heating, plumbing, drainage, and electrical installations — with clear recommendations for specialist testing where concerns are identified.
Where sufficient information exists, the report provides an indication of likely repair costs — useful for negotiation and forward maintenance planning.
Where further investigation is needed — structural engineer, drainage survey, electrical test — this is clearly flagged with guidance on priority and next steps.
Level 3 vs Level 2
Both surveys are carried out by a RICS-qualified surveyor. The difference lies in the depth of investigation, the level of detail in the report, and what the surveyor is looking to establish.
